What Anthropic's Ban Signals About the US-China AI Race and National AI Stacks

Chen Fengxin opens by arguing that the Anthropic measures made technology and geopolitics impossible to separate. The move came immediately after a major US AI company released important new models.

The focal point was a model originally known as Claude and renamed Fable 5, alongside Mythos 5, a version specialized for vulnerability discovery. Because of concerns that the models were powerful enough to be abused by hackers, she says restrictions had been placed on release from the beginning.

The US government then asked Anthropic to prevent foreign users from accessing both models on national security grounds.

Chen argues that the frontier LLM race has effectively narrowed to OpenAI's ChatGPT, Anthropic's Claude, and Google's Gemini, and that Anthropic currently holds the strongest competitive position.

Her reasoning comes down to how the companies developed. While OpenAI began with a mass consumer-facing strategy, Anthropic focused from the start on enterprise AI and the tasks businesses actually need handled.

As a result, she says Anthropic now delivers the highest completion quality on the hardest corporate workflows and has built the more successful business model.

The second half turns to the global ripple effects of the ban. The question is whether countries will now be forced to pursue domestic development in both data centers and model competition.

Matching the scale of US investment is difficult, and talent remains concentrated in the US and China. Even so, Chen says mid-sized countries are beginning with AI data centers in order to secure a minimum level of strategic self-reliance.

Her conclusion is that the Anthropic incident warns countries about overdependence while simultaneously creating a new market around hardware.
